Annual temperature changes don't go very deep in the ground. Caves and mines have constant temperatures. The hypothesis seems implausible to me. I suppose there are places where quakes initiate at very shallow depths. I talked to someone recently about "pop-ups" I saw at the surface of gneiss outcrop near Atlanta. Maybe a magnitude 0 surface quake could be triggered by heat, and freezing can likely do something similar.
