I'm sorry...I simply can't imagine that this sort of warning is useful. WHERE, WHEN and HOW BIG? These parameters should have reasonable boundaries. Everyone in known earthquake zones should always be prepared anyway, and this sort of universal warning is simply too vague to be useful in any real sense.
