There are in fact graphics modules available for use with Perl. But Gnuplot is probably one of the most powerful graphics programs ever developed. For example, it lets the user generate computer screen plots and then save copies of the plot as almost any type of picture file including GIF, PNG, and SVG. It can also import some picture files such as PNG and use them as the plot background. It does complex 3D chart work, draws Pie charts, and on and on. FreeBasic is probably quite a bit easier to learn and use than Perl. And it contains its own graphics routines. However, Perl is far more powerful and versatile. Perl and Gnuplot are both actively supported freeware languages. Perl runs on probably every Internet Server computer on the planet. It can be used to easily created standalone exe programs and just about anything else anyone would want, except Draw Plots! The Wikipedia Web Site contains the best overall introduction to Perl that I have seen to date.
