With regard to this effort, I believe that you are trying to move in a direction that is 90 degrees away from the direction in which the effort needs to move. This next update for the Etdprog.pl and Etdprog.exe computer programs will demonstrate where the effort should be headed.

The first step here will be to make the present update available by E-mail and probably at my new Web site with all of the directory files etc. The second step will be to expand the format of the Dataeqem.dat file that contains the records of earthquake, sun, moon, ocean and Solid Earth Tide data. However, I still have two other projects to finalize before doing that. This latest Earthquake Warning is one of them. E-mail advisories will probably be circulated some time today.

After talking with quite a few people, the programming efforts (not mine) appear to be moving in the direction of making Python the language of choice rather than Perl. Getting languages developed for general use is just a secondary type of effort. And I am not too concerned about the direction in which that effort moves.
