I know that the bedrock is different in other regions--especially on the East Coast--and 4.0s can be felt more and farther. Still, to say that a 4.0 is nothing is absurd. As a native Californian I can tell you that 4.0s can rattle peoples' nerves (psychologically and physically); sometimes break windows and you can lose your fave China, too. But I guess to some folks that is no matter.
