Sound advise as usual, Lowell.

There are problems with any solution. I had considered accepting the least probable quake which fell inside an (arbitrary) outer limit.

But that leads us to accept a small but unlikely event and ignore a more probable but much larger event.

Checking the fault systems is impractical for me to incorporate in a program. I don't have enough information to do it.

It is impossible to avoid imposing our judgement on the forecaster due to programming decisions which must be made.
