separate discussion on prediction parameters

I'd like to make a suggestion regarding the recent discussion on the proper parameters for a valid earthquake prediction, and that is to divide and conquer and deal with only one parameter at a time - or, each in its own thread.

There are three main components - location, time, and magnitude.

I think that by breaking up the discussion and dealing with only one component at a time and settling on the parameters would help us to all focus on what is needed and to iron out the kinks.

I also suggest addressing them in the following order: magnitude, time, location - in order of what may be easiest to more difficult to agree on.
