Dumd Question Time

Based on the possible very large quake off of the Oregon/Washinton coast of 9+ that some people say that we are pass due for. How far away will one have to be inorder for the quake to feel like a 5+. Will the location and or type of the quake (strike slip at the fault between the pacific plate and the smaller plates to the east or a subduction quake under the smallerplates) have an effect on the travel of the shock waves from the quake.
