EDG; As far as languagegoes, I would think it hardly matters. Anyone who intends to reprogram will use his language of choice. What is needed is a list of exactly what needs to be done to come up with a working program, one detailed enough to be translated into a functioning program. But to get anyone interested in even starting such an effort you need a peer reviewed published article discussing how your program could have predicted the last 20 or so major quakes.
