TrueBasic .exe programs do not have to be installed. You can put them anywhere you like. The only other thing needed is that the three .dll files must be located in the same folder or better yet in the windows/system folder.

The USGS was using FORTRAN for most of its operational programs when I retired. I can't speak for current practices.
