The report you linked about earthquake lights says:

> other mystical or holy places, such as at England's Glastonbury Tor,
> the Castlerigg Stone Circle, and other Megalith sites.

Later generations might have believed that the lights appeared where holy places had been located, but isn't it just as likely that those holy site locations were chosen because their builders had already seen lights there?
