CA has the highest teacher salaries in the nation, but the second lowest math and reading test scores in the nation? (source: WSJ)

My sons went to school in CA, but in Catholic schools for 12 years -- they pay their teachers less, and the test scores are higher. They don't have to contend with teachers' unions, forced education of illegals, etc.
