Mostly just common sense. I wouldn't report something unpublished if the speaker has a chance of being scooped by your post. Once it is published, it is always fair game. And if the speaker is not going to be scooped because they are the world expert, I wouldn't worry as much. An exception is if the speculation is so dicey it could easily be misinterpreted or believed by the gullible public. Then one should state the caveats carefully, or ignore it. I don't think the venue of the talk matters, unless it is a public talk to which reporters are invited, then material is fair game in any case. But mainly use common sense and only give credence to results that you find credible.
