Don, Tokyo and Hokkaido are two different regions, each of which has been identified as having the long-term (several decades) potential for a large earthquake. So the quake in Hokkaido had nothing to do with the expectation of an earthquake in Tokyo. So far as I know, there was no expectation in the mainstream channels for an imminent ((few years or less) danger in either place.
