Even I tend to believe many quakes are triggered. Nano Seeber gave an interesting talk at Lamont a half year ago-as usual, I forget the exact details, but it was something like 1/2 of intraplate (within plate, stable areas) quakes are triggered by man-by fluid injections, by quarrying, mining, reservoir filling......
