The Philippines are a Johnny-come-lately in the the National Earthquake prediction/forecasting
game. Some of the other countries which have strong programs include Japan which spends
an estimated $1 billion per year on forecasting, Russia, China, Mexico, Europe and yes, even
the U.S.
