It has been my observation over the years that when people complain about government officials and earthquake forecasting programs they rarely if ever accomplish anything. So why bother. I think that if researchers working for some organization such as the government of the Philippines can demonstrate that they are able to accurately forecast at least some earthquakes then other governments will follow their example. At least we can hope that that will happen.
