This is what is considered a "miss".
A "hit" occurs when there is a significant overlap between the parameters of a forecast
and a resulting earthquake - significant to be defined by this board or others.

A "miss" occurs when an earthquake occurs which was not forecast.

A "false alarm" occurs when a forecast is made, but no earthquake with a "significant"
set of matching parameters occurs.
