Hi Don - I'm just a tad concerned about southern california right now - that seems to be an interesting line of quakes from san diego to cajon pass and on out to the Hector mines area.. It sure looks like the plate is trying to move along. The 'Interesting Article' I posted down below mentions that prior to large quakes seismicity seems to increase in an area a year or 2 before the big one hits as stresses build up - you tend to get more 4-5 range which sounds like your Portola suspicions.
