how do you make policy?

It's tough to do the right policy without accurate facts.

One might have trouble enacting legislation on more mundane dangers such as smoking, seat belts, asbestos, and cancer screening if the norm is to blow more exciting risks all out of proportion, then have then shot down by experts hired to present that side of the case.

An ignorant public is not their own best friend.
