"Complete" is a slippery concept. It depends on too many variables. No catalog is complete anyway because there is no lower limit on quakes but there IS a lower limit on what a network can detect. I stick with the NEIC listing but it too has limits, generally around 3.5 or so depending on area. Midocean is much higher than California, for example.
