Todd...While there has not been anything major since 1989, I don't think anyone thinks the bay area is going to stay quiet for decades...Don posted on this here in the past. Also, there was a paper published in 1995 (Dolan et al) that, I think (have not read this in a while) said that either there needed to be a Northridge-sized earthquake in the LA region (or was it southern California?) every 10 years....but later papers, again I think, questioned this analysis. Anyway, I would guess that most seismologists would not expect southern California to be quiet for decades. But, I'm not a seismologist, so I guess it would help for John to clarify this....
