Yes, it collects reports of earthquake precursors.

Then it bans predictions issued either by individuals or institutions.
Then it calls more plans to retrofit buildings.
Then it lists bogus precursors that were not real.
Then it quotes people saying it is better to check spurious reports of precursors to hear more reliably that they are just unfounded rumors, before the rumors gain unfounded credibility.
