"Although the computer programming with this type of effort should be fairly easy to do - collecting, sorting, and displaying data - the structure of the project might be a little complex. How should the data be displayed? How would the program show the locations of Earthquake Clouds etc."

Trust me, the programming is not the issue, particularly for somebody like myself that has 30 years of experience, and there are lots of people out there just like me and even more experienced.

This is what I mean when I say all the possible parameters and behaviors needs to be defined. How do you expect somebody to report a cloud? Over the hill on the right?

Until somebody compiles a complete list of precursor types, behaviors, and parameters for each precursor type and what is the acceptable reporting methods for all of that, nothing will happen.

The groundwork needs to be laid long before a programmer as myself gets involved ...

eqpr.org is simple, there are only 3 well defined parameters involved, so it is the easiest thing to do programatically (sp?) and will provide a much needed tool for earthquake prediction.
