The user would input the time and the timezone. UTC would then be calculated from that. I'm Not going to make the assumption that the user's computer is in the same timezone as the observation, or that even the time on their system is correct. Assumptions usually will bite you.

When I travel, my laptop goes with me. I do not change the time on it just because I am out of town.
