I am well aware of all of the details involved with this type of effort. Repeating what I have been saying, Step 1 is to find someone who can do the computer programming work and who has the time and interest in doing that. It sounds like you have the necessary technical background. And if you have the time and interest then great! Step 2 involves discussing details, considering various approaches, and settling on a course of action. Unfortunately at the moment I have several projects that are taking up all of my free time and cannot get started on discussing details. Those projects include generating an earthquake advisory. And they usually gets top priority.
