Penny...if magma is moving there would be many tell-tale (tail?) quakes. If really a shallow M2 near the mountain, it is liable to be just related to stress...just the topography is liable to drive a quake or 3 (gravitational potential energy is, I think, the buzz-phrase). I would think there would be some local seismometers and at least survey-mode GPS. They can also do INSAR (?)....repeat satellite imaging of mountain and comparison (I forget if this is radar or visible or what)...and this normally shows clearly if a volcano is inflating...although someone has to do the work...and the snow may be a problem for this in winter and early spring.
