I am aware that Don has stated this theory before and appreciate that a small to moderate
earthquake has often followed his observation. My point is that when we look at how
"good" or "bad" any prediction is, it is important to understand the background seismicity
rates. A statement that there will be an earthquake in California today may be perfectly
correct and still be completely useless.
