It's necessary to put the quakes in the proper window to know how many contain quakes. How else could you do it? Obviously all the quakes will be in SOME window but some windows will have more than one and some will have none at all and what we want to know is how many have one or more. A Hit Window is a window containing one or more quakes. hit windows/total windows = probability. Yes, this eliminates most of the clustering problem because we don't care how many quakes are ina given window. Thus a series of 500 quakes in a month drops to 2 or 3 depending on window size.
