I believe Martin is just making a comment as his statement is missing most of the important information that is required for a real prediction. This is the type of thing that would be helped by some formal protocol. Some of us might read it as a prediction, and some of us wouldn't. I certainly don't see his statement as a prediction of any kind.

A prediction, as I see it, requires at the very least, a:

1. Magnitude.
2. Well defined geographical location.
3. A time frame.

His comments specify a magnitude, imply at best a location (I assume the epicenter of the 4.x, and gives no time frame whatsoever, so is merely a comment rather than a prediction in my book.

What does everybody else think? Is this a prediction or a comment?
