Nobody is "ready" for an earthquake

Howdy, You may be prepared for the aftermath, but you and I are NOT ready when it hits. We don't choose the time, nor the magnitude. Each time the ground starts shaking, I am not sure if it is, or is not, the "big one". There is an element of psychological terror each time a quake hits in Southern California. During that element of time, I know that I must grasp a level of rationality to save myself. I have been through enough quakes to do that. But here is the problem. We have about 10 to 15 million people in this region who have NOT felt a large quake. How do I explain it to them? Every large quake is a terifying incident. Comments?
