What does a prediction of:

6ml or less 10 days possibility for Bay to S Santa cruz (prob Calaveras)@80% confidence...mb. suspect 4.8~immed

mean? A magnitude 3 will satisfy it.

People give Martin credit for having accurate predictions but how can you evaluate predictions such as this one?
