Earthquake prediction code&ethics

According to the European seismological Commision code of ethics a seismologist should not make any predictions public and should report these to the local governments prediction council and to the ESC for evaluation. What happens if a European citizen/scientist uses this page to issue predictions anonymously ? Is this agains the laws and regulations ?
Enlighten me on this one please.
