Don,

There is data now for many earthquake sequences, and my impression is that sequences in which no event is bigger than a magnitude 4 has only a small chance of being followed by a large earthquake. In fact, there were many such sequences in the Mojave, and only a very few were followed by the Joshua Tree, Hector Mine or Landers earthquake.
