Recent M8 (14 Nov) near China Nuke Test site - coincidence?

This quake:

PDE-Q 2001 11 14 092610.39 35.94 90.54 10 8.00 Ms GS

happened near a chinese test site location at
approx. 41.6N, 88.6 E

Do you think one had any effect on the other or is this just coincidence?
