Coincidental HAARP pulse at same time?

I believe the 04:11 time is UTC time (and not PST - 12:11).

I noticed the HAARP array pulsed at exactly the time of this M4.2 quake (given the resolution of the display).

See the link. The last display is the HAARP array magnetometer. Notice the pulse at 04:11 (or thereabouts) today (01/02/02).

A coincidence ?
