I just found the site that has the text Don was reffering to, it's at: http://www.geophys.washington.edu/SEIS/PNSN/INFO_GENERAL/eq_prediction.html

The document was last modified in Oct, 1996, and we've learned a great deal more about our planet in the past 5 years. No mention is made of solar effects or geo-magnetism either for that matter. Also, who is the National Earthquake Prediction Evaluation Council? I tried doing a search on the web, but couldn't find any active council.
I did find this neat link to a Russian Earthquake Prediction Institute though!
