I've modified the program to read a file of predictions and select the 3 best fitting quakes for each one.

It's necessary to do a NEIC search on the predicted location and magnitude range first, so the predictions must all be for the same location.

I couldn't use your test cases because the NEIC files are not that current.

Anyway, you get the best fit for date, for location and for magnitude. Best fit means closest to the midpoint of each range in turn.

Ideally I would have the entire NEIC file here and could search it within the program but that would slow things up considerably.
