Pavel, There is government-funded study of earthquake predictability in the USA. Last time I heard, the Southern California Center for Earthquake predictability had not seen any schemes that had success. John Vidale should know more about other government funding for short-term prediction. Actually, the SCEC effort funding may have come from the Keck(?) foundation, not government. I don't know, but I expect that similar physics-based government-funded studies continue. Of course it would be likely that a person or group without refereed publications in major journals, without strong science approach, or even without a scheme making much sense, would not be able to receive such funding.
