My impression from a glance at the report is that the rate of seismicity around Tokyo is much higher now than before the Tohoku earthquake. They speculation that it means the risk is commensurately higher, which is possible. On the other hand, if the rate eventually drops back to per-Tohoku levels, they had better rethink the analysis.
