Between auto-spell and typos, that last post was atrocious. My impression from a glance at the report is that the rate of seismicity around Tokyo is now much higher than before the Tohoku earthquake. The scientists speculate that it means the risk is now commensurately higher, which is possible, as the stress on the faults near Tokyo has probably risen a lot. On the other hand, if the rate eventually drops back to pre-Tohoku levels, they had better revert to the old risk estimates.
