EQF; Your equation is really too simple to predict anything. But the main thing wrong is that it leaves out the most important factor, that being the amount of energy stored in the fault and the amount needed to get it moving. To make matters worse, those quantities change with each quake. So I don't think you'll get anywhere no matter who helps, which countries get involved or how fast the computers become. You don't have the necessary input data and there's no affordable way to get it.
