Finally, after much head scratching and mumbled curses, I have a program which takes a lat and lon in decimal degrees and returns the geographic place name associated with that location.

This is the same name to be found in the NEIC listings of quakes.

So if someone predicts a quake in Japan I can check a list of quakes and narrow it down to those in Japan.
