Actually, I don't know; the computer knows.

They have divided the world into 1 degree bands of latitude and decided which longitude lines are needed to divide one region from the next. The program checks lat, looks along the band until it exceeds the lon, then backs up one place and gets a number which points it to the place name.

Simple, eh? and not more exact than a 1x1 degree square can be.
