In my example, I thought your method would argue that if it has been more than a year since the last earthquake, it has become "overdue", as the average interval between quakes is less than a year. But 99/100 years (i.e., every year except the year after the earthquake cluster), an earthquake is "overdue", so overdueness is not cause for much alarm.
