The program is really just an exercise in programming.

It does what it's supposed to do but the results are not very useful for predictive purposes.

It tells us where quakes are likely but we already know that. It doesn't say when but it does give a clue to increasing probability. And it doesn't tell us much about size; 5+ is pretty broad.
