Did you know what you described happened before the Northridge quake?

At the bottom of the canyon, a black slick oozes out of the hillside, even covering vegetation. There are several areas where petroleum is coming out of the mountainside. In one area, approximately 500 vertical feet up the switchbacks, petroleum was beginning to pool. I would estimate that there was approximately 5 to 7 gallons of the black slick in a mud bordered pool.

I was reading something last night about spectator observers and the scentists said though instruments could detect the usual things, there were others that they couldn't and they need people to report them so they can investigate and determine if these are important.

Since this happened before Northridge I think it is important. Actually you should send an e-mail to Lucy Jones as she did the TV documentary where she discussed this exact thing. In the documentary she said they didn't discover the oil coming out of the hillsides having anything to do with Northridge until after the earthquake, but they now know they were related.

If you need her e-mail address I can secure it for you. But it is easy to find. If you can arrange it and she's going to go have a look see or someone else, see if you can go along and find out what they think.
