Who is to say that we can't force all competitors to suscribe prediction-wise to global region, and/or 1 of 3 regional regions. I.e., do something similar to you know who... Global = Ring of Fire (Agree on center coords and radius and minimal mag.) For example we might all agree on a Global Ring of Fire center that is "centered" in the Pacific with a radius of 5000 miles and a minimal mag. of 6.0... Want to make it difficult for wily faker using microseismic regions...up the minimal mag requirements for Regions to 4.0 or 4.5...unless I'm mistaken places like Parkfield are characterized more by multiples of 3-4 as supposed to periodic 4.5s, 5.0s, and up... We can even modify the regions centerpoint just enough to avoid places that are active almost every week...
