Actually, there is no widely accepted rules at this time. There are many papers on evaluating earthquake predictions, but again, nothing that is widely accepted. Also, what little rules that do exist, keep changing with time. Case in point. At one time I had reached a statistically significant result which resulted in a heated argument about how to do a real test of the prediction methodology. When VAN came along, new rules were established to evaluate their method. Its a moving target.
