If you did not see Molly Ivins' column today, I am posting the link which details some of the mitigating circumstances that laid the ground work for the disaster in New Orleans. For example 35% of the Louisiana National Guard is serving in Iraq and in June, 71.2 million - 44% was chopped from the New Orleans Corps of Egineers' budget - earmrked for hurricane and flood prep. There's also a great quote about "the first rule of holes" "when you're in one stop digging."
